Create a new library owned by the group (department library). The library is automatically shared with all group members.

• SecureCloud Professional Edition only.
• The current user must be an administrator of the group and his role must allow creating libraries.
• The group must have quota (group quota > 0 or unlimited), otherwise 403 No group quota. is returned.
• If passwd is given, an encrypted library is created; this requires encrypted libraries to be enabled on the server.
