• Without name and owner: return all libraries page by page (virtual libraries and the system library are excluded).
• With owner and/or name: return all libraries of this owner and/or whose name contains name (no paging). The response then contains name, owner and repos.

Permission: System admin (is_staff) whose admin role grants can_manage_library. Admin roles with a restricted permission set (e.g. audit_admin, system_admin) receive 403.
