Generate a repo API token (API-Token) for a library using the user's Account-Token. The API-Token grants access to this one library only and is used for all Via Repo-Token operations.

Only the library owner (or an administrator of the department owning a department library) can generate tokens. app_name must be unique per library. If permission is omitted, the token gets read-write permission (rw).
