Returns all eligible library information.
Note: If no type parameter is contained in the url, this api will return all libraries the user can access.

• Wiki libraries are not included in the list.
• Shared and group libraries whose share permission does not allow downloading (e.g. preview) are omitted for API clients.
• The response header enable_encrypted_library tells whether the server allows creating encrypted libraries.
