Remove a member from the group. Shares of the member's own libraries to this group are removed as well. Returns success if the user is not a member. The group owner cannot be removed.
Since v13 organization groups are rejected with 403, and the action is recorded in the admin log.
Permission: System admin (is_staff) whose admin role grants can_manage_group. Admin roles with a restricted permission set (e.g. audit_admin, system_admin) receive 403.
