Create a new wiki (version 2) and return the wiki info. A wiki is stored in its own library of type wiki; the wiki ID is the ID of this library (UUID).
Requires the role permissions to create libraries and to create wikis.
To create a group-owned wiki, pass the group (department) ID in owner. Only group admins can do this, and the group needs quota.
