Creates a new library and returns its information.

• Pass passwd to create an encrypted library (server-side key generation), or repo_id together with magic, random_key (and salt for encryption version 3+) for client-side key generation.
• Encrypted libraries can be disabled by the server or organization admin (403).
• If the server has metadata management enabled for new libraries, it is activated automatically for unencrypted libraries.

Requires the role permission to create libraries.
