Add registered users who may open a share link restricted to specific_users. Users that already have access or do not exist are reported in failed.

• path must be a path in the link's library on which the current user may generate share links; it is used for the permission check.
• The link must have been created with user_scope=specific_users (otherwise 400 Share scope invalid.).

Requires the role permission to generate share links.
