Create an organization together with a new owner account and return the organization info.
Since v13 quota (MB) and member_limit are applied on creation.
Only available if organizations are enabled for your SecureCloud instance; otherwise 403 Feature is not enabled. is returned.
Permission: System admin (is_staff) whose admin role grants other_permission. Admin roles with a restricted permission set (e.g. audit_admin, system_admin) receive 403.
